Beat 17 - Neighborhood Coalition for Peace and Community
The Beat 17 NCPC area is comprised of several neighborhoods bordered by Park Blvd to the west, MacArthur and the 580 freeway to the north, 14th Ave to the east and Foothill Blvd to the south. 17Y and 17X are the designations for the police “beats” within these boundaries. In 2013 17X and 17Y joined as one Beat 17 NCPC.
Who We Are
We are a group of neighbors, business owners, property owners and community organizers in the 17Y police beat (Arbor Villa/Ivy Drive, Bay View, Bella Vista, Clinton, and Highland neighborhoods), who meet once monthly to discuss a range of neighborhood issues and work toward resolving them. Our organization, and the safety of our community, relies on the active participation of the people who live and work in this area, so we are excited to welcome you into the fold! We meet the 2nd WEDNESDAY of every month from 7-8:30pm at Bella Vista Elementary School Auditorium (1025 E. 28th St).
E-Mail List-serve and Yahoo Groups
If you elected to be added to our e-mail list, you will start to receive regular updates – typically 7-8 emails per month. These mailings announce our NCPC meeting agendas, provide updates from our police department and city council representatives on issues that may be of interest to the community, and list local events in the surrounding neighborhood. The mailing list is a one-way broadcast; if you want to have something included in the mailing, you can email [email protected].
In addition to the broadcast e-mail list, we have a Facebook presence for community building (search for Friends of Bella Vista or 17Y Bella Vista NCPC). We also have email discussion groups divided by smaller neighborhoods, to communicate with your immediate neighbors. Please email [email protected] to be added to one of these discussion groups.

Monthly Meetings
At our monthly meetings, we try to focus on specific chronic problems that can be resolved through combined community and police action. Each month, we agree on three top priorities for the police to focus on in our area (police beat 17Y) – things like problem liquor stores or chronic illegal activities in specific locations. The meeting also provides an opportunity to talk directly with police officers and command staff, and to get progress reports on our priorities.
As time allows, we also use the meeting to discuss and organize other community building initiatives, such as the yearly National Night Out event and other neighborhood gatherings. The meetings are not intended to be space for only airing grievances or dropping off problems for others to solve. We meet on the 2nd Wednesday of each month, from 7pm-8:30pm at Bella Vista Elementary School, 1025 E. 28th Street.

These kinds of events help build a sense of community and are a great way to meet your neighbors. Knowing who lives nearby is a great first step to improving the safety of your neighborhood.
